Two discount retailers have opened on the east side, the second area location for each.

In Carpenter Plaza just south of Packard, Burlington succeeds HomeGoods, which moved to Arborland Center last year. The New Jersey–based chain offers brand-name apparel, shoes, accessories, baby gear, and home décor. Formerly known as Burlington Coat Factory, it’s also at Maple Village, where it opened in 2023.

Another publicly traded chain, Ross Dress for Less, has launched in Arborland, complementing the Oak Valley Center store that opened last year and bringing the center to nearly full occupancy. (A future Boot Barn store is under construction next door.) The manager on duty declined comment, citing corporate policy.

Ross is known for its ever-changing assortment of clothing, shoes, accessories, and housewares, all marked down significantly from the manufacturer’s suggested retail prices shown on the tags. Customers age fifty-five and older get an additional 10 percent discount on Tuesdays.

Shoppers across the board appear to be more cost-sensitive and value-conscious of late, which bodes well for off-price retailers such as these. U-M’s latest indexes from surveys of consumer sentiment and expectations are down 22 percent and 31 percent, respectively, from a year ago.
