The owner of every parcel of land is responsible for “grading, planting, mowing and raking the lawn extension in the city right-of-way.” It must be covered with grass no taller than 12 inches, or other herbaceous plants no taller than 36 inches. The vegetation also cannot be a view hazard, based on the criteria of the American Association of State Highway Transportation Officials. On private property, vegetation cannot be taller than 12 inches, unless in a “cultivated bed or planned natural landscape.” Trees and bushes must be maintained so that they are not blocking sidewalks or streets.
