The owner of every parcel of land is responsible for “grading, planting, mowing and raking the lawn extension in the city right-of-way.” It must be covered with grass no more than 12 inches tall, or other herbaceous plants no more than 36 inches tall. The vegetation also cannot be a view hazard, based on the criteria of the American Association of State Highway Transportation Officials. On private property, vegetation cannot be more than 12 inches tall, unless in a “cultivated bed or planned natural landscape.”
